Oct 1939 issue of Rust Craft Rustler shows this then popular card,
here's part of the short article:
   A WAR CARD
 ...illustrated is a card that was rushed out and placed on the counters of many stores within a week after war was declared in Europe.  As you see, it reads on the outside,"There is No War on Birthdays, " but when opened up the word"WAR" becomes "WARM" in the expressed wish, "Warm and Hearty Birthday Greetings"

Greeting cards played an important part in WWII, 
boosting morale and keeping family and sweethearts connected.
